The warning horn came on when I put the throttle all the way down. It is staying on even after setting all night (not over heating). Also the water is coming out so the pump is working. The oil reservoir for the oil injection was only half empty but I filled it up all the way.

My port engine will sound a low oil alarm after about 30 minutes of planing. The oil tank on the engine will be at the low level line but there is plenty of oil in the main tank.

The boat mounted oil tank is the remote tank or auxiliary tank. It is the main/engine mounted oil tank being low on oil that causes the alarm to sound and the engine to go into RPM reduction mode. One bar flashing on the tachometer indicates that the main/engine mounted oil tank is low on oil. See diagram below from your owner's manual.
